The autonomy and the guarantee of long-term functioning strongly depend on the capacity of rehabilitation centers to access a regular supply locally, regionally and internationally. However, today we can clearly see that the problem of supplying these centers goes beyond the borders of a single country and represents an important issue. A guarantee of a regular supply contributes to:

provide quality services at a lower cost;
increase accessibility to services, improve quality and ensure long-term functioning;
a process of increasing the supply of rehabilitation care, improving the quality of care and the sustainability of actions;
strengthen the autonomy of partners but also take into account the institutional environment in which they operate, in particular national and community policies for calls for tenders, customs pricing, free movement of goods and transport and transit facilities .

It must be recognized that rehabilitation service providers find it extremely difficult to place annual orders and thus be able to benefit from preferential rates. This situation is explained by delays in positioning budgets for public providers and / or increasing constraints on the part of African governments for disbursements. For private rehabilitation service providers, the situation is not much better as they face the difficulty of having large amounts available for large orders. The establishment of the central purchasing office therefore makes it possible to overcome all these difficulties by ensuring a regular supply according to the operating rhythm of the members, but by negotiating preferential rates with suppliers from the start.
